Definitions: taxi and VTC, two legal statuses

A taxi holds a parking authorisation (ADS) granted by the city hall or prefecture. It can be hailed in the street, can park on official taxi stands (bus station, airport, hospital), and uses a sealed time-and-distance meter.

A VTC (Véhicule de Transport avec Chauffeur, i.e. ride-hail with a private driver) is a professional registered on the national VTC registry, holding a professional card. They operate strictly by prior booking, cannot pick up street hails, and cannot park at taxi stands. The vehicle must meet specific criteria (under 7 years old, 4 doors, minimum engine power).

In Reunion Island, both services have coexisted since 2009 (when France created the VTC status).

How pickup works

  • Taxi: hail one in the street, take one at a stand, or call a dispatcher. The meter starts when the driver picks you up (sometimes a bit earlier if you called, depending on local rules).
  • VTC: you always book in advance via an app or website. The price is usually shown before the ride. The driver arrives at the address and identifies you by booking name.

The taxi follows a price set by prefectural decree defining the pickup fee, price per kilometre (loaded and empty), waiting hourly rate, and possible surcharges (night, Sunday, public holiday, bulky luggage, animals). The price is predictable but not known in advance: it depends on the actual trip.

The VTC uses free pricing. French law requires the price to be set before the ride: no surprises at the end. A VTC operator adjusts their grid based on costs, areas and demand. Payment: where and how

  • Taxi: paid at the end of the ride, typically cash or card depending on the driver setup. Not all taxis accept cards (no legal obligation). A receipt is provided on request.

A few concrete cases to help you decide:

Is a taxi cheaper than a VTC in Reunion Island?

Not systematically. Taxi prices are capped by prefectural decree, VTC prices are free. On some trips the VTC is more competitive, on others the taxi is. The real difference is predictability: a VTC gives you the price before the ride, a taxi at the end.

Can a VTC pick someone up off the street?

No. French law forbids VTCs from street pickups and from parking at taxi stands. A VTC can only accept a ride via prior booking.
